Ok botXXXXX XXXXXne is that it is not a healthy household and in fact the parents are neglectful. With that said, if you truly care about the child's wellbeing then you need to intervene. Your next step before you lay you head on your pillow tonight is to make a report to social services child welfare department and tell them everything that concerns you. Only then will something be done to improve the quality of life for that child.
