If you flip key on and off, do you hear the click from the fuel solenoid, at the carburetor? If not, there is no voltage to the keyswitch. Do you have a voltmeter to test for voltage at the keyswitch? If it does click at he fuel solenoid, then you have voltage and problem is likley one of the safety switches, seat, brake or pto.

Opps, diesel engine! Ok, same result, but it will be the fuel shutoff solenoid clicking!
