I have a 1996 TC25D. The tractor is in neutral and neither

I have a 1996 TC25D. The tractor is in neutral and neither of the PTO drives are engaged but it won't start. The indicator light that lights up when either PTO is engaged is lit up. I checked all the wiring and linkage and it seems to be ok. Any ideas ?

Tractor thinks pto is engaged. You have a bad pto switch, or the wiring to the pto switch is bad.

Check for stuck or bent switch under the fender .

Nothing seems to be bent and no broken wires. Maybe the switch is bad. I'm going to tinker with it for a while and see what happens. It's been raining every day and this is the first chance I've gotten to work on it.
