I have 06 Peterbilt with C15 cat you can be going down the

I have 06 Peterbilt with C15 cat you can be going down the road and the check engine light will come on and it will go to running really rough with no power at all plug cat ET into it and it says number 5 intake valve actuator not responding what could be the problem

Intake valve actuator not responding indicates a problem with either the iva solenoid on number 5. Or there is a problem in the iva housing.
I always replace the Iva solenoid first. They come as a pair. The part number is *****
If the problem continues. The Iva housing is faulty and must be replaced.

Any special tools required to swap out those actuators

No special tools needed. The nuts and bolts of the Iva torques to 75 foot pounds. Assuming your C15 serial starts with MXS or NXS.

The Iva solenoid is held in by the four screws on top of the solenoid. Once the four screws are removed the solenoid should come out.
