I do not have a dodge. But I do have a Cummins 9 isl 400 HP in a motorhome. It over heats when it has to work hard. If I keep it to 55mph it is not to bad. I do not know if the fan is going to high speed. I don't think the thermostat is bad. What you think.

What you are describing is your clutch fan has failed

and not kicking in when it needs to

if it is air operated then then the sensor needs to be replaced
