cummins 4 cly in skytrak, appears to have too low voltage for solenoid hold in, as soon as oil pressure starts to come up at start-up, the machine seems to not be getting fuel

Is this fuel solenoid the external version, that has to pull the fuel lever for engine to start, or is an internal solenoid to injection pump?

internal, I removed inside o ring, effectively disabling solenoid to close off fuel, and machine will run, but with limited power. checked voltage at solenoid, engine running, at around 7 volts, however there is no higher voltage noted while cranking.

Solenoid has to have full 12 volts, With o'ring removed , it still is not opening, and you are only getting fuel that bypasses the o'ring location. Just for test, run jumper direct from battery source and see if it doesn't work. Then trace wire back to see where voltage is lost, Likely a relay.
