It should be 75-90PSI at all times even under a load. If it is low it will cause the symptoms you are having. Potential causes are a faulty regulator in the filter housing ( Looks like a hex plug), Restrictions or leaks sucking air between the tank and pump, faulty transfer pump, etc. Let me know
If that checks out ok you can have an injector with a mechanical problem. They can be tested using Cat ET software.
