Where at the fuse block are you testing the power? What fuse?

Didn't test at fuse. I tested at the terminal where the pos. Cable from the battery lands

Ok so 1.4v into the fuse block is an issue. Do you have a jumper cable? If so run just the positive from the battery positive to that stud and see if you can get 12v into it. If so then let's check that cable out take the battery connections sort and clean it out. We need to figure out where the poor connection is.
