disconnect batteries unplug each sensor indivually check magnets with omhs meter

I believe that year NPR uses a MeritorWabco ABS system. It uses a pump relay to control the pump. The pump relay will always have battery power at pin 30. The relay receives a signal from the ABS ECU to turn the pump on. I think you have a relay with points fused together. Find the relay and remove it and see if the pump stops running. I don not know where the relay is on that vehicle.

removing every relay one at a time, did not shut off the pump. there is a 60 amp fuse that shuts off the pump.

If you are pulling the fuse you are cutting power to the relay. Does the pump unit look like this41036.8592211806
