Do you mean that you have never been able to pull your foreskin back?
Or have you been able to pull the foreskin back previously, and now it cannot be pulled back as a new problem? If so, how long has this been a new problem? Are you having any other symptoms?

If this is a new problem, then it is more worrisome and may need to be seen by your doctor more quickly. An infection would be the most common reason, but associated symptoms may help o suggest an underlying cause.
If you have never been able to pull the foreskin back, then the usual firs step would be to try gentle stretching and traction over time. However, if the male foreskin is not able to be retracted by the late teen years, it may ultimately need a circumcision. This also may ultimately require a visit to your doctor, but there is no reason to do so quickly.
