Yes squamous cell carcinoma is cancerous in oral cavity and treatment is surgical removal and has very good prognosis.

does it effect your speech and what is recovery time, does surgery remove part of tongue ,and last is it surgery the only option

Surgery does not affect speech and recovery time is 2 weeks with a small lesion other treatment options are radiotherapy but definitive treatment plan would depend upon biopsy results that is type of tumor and local spread.
