Without being able to review a picture, the best that can be said is that it would be reasonable for someone with a itching rash to try an oral antihistamine to try to control the symptoms. There are many antihistamines that can be used, but diphenhydramine is the most commonly used. It is also possible to get itching and a mild rash related to dryness of the skin, so using a moisturizer may also be helpful.
