What can cause someone to stagger and not be able to focus and drive erradicly and there is no alcohol and no medicine taken except metformin and pill for bleeding ulcer,Really concerned for my husband who is in denial and its getting more frequent.

Staggering means lack of balance.
Balance is maintained by the cerebellar part of the brain.
Lack of focus is a problem likely in the frontal part of the brain.
Temporal part of the brain responsible for driving skills.
Your husband also has diabetes.
So he is at increased risk for stroke.
Stroke can cause these symptoms commonly.
The next possibility can be the degenerative changes in the brain --examples will be frontotemporal dementia, parkinson's disease etc.
Normal pressure hydrocephalus is another possibility as well.
Your husband should consult with a neurologist before this gets worse over time.
