Afrin dries out the nasal mucosa and also causes necrosis of the nasal blood vessels causing bleeding.
Medrol is a strong steroid which is good to reduce the inflammation.
This will help with the stuffy nose.
And you need to stop using afrin.
You may get rebound nasal stuffiness but this will improve with medrol.
So, yes, you can use medrol with bactrim.
Another option will be to use a nasal steroid spray like Fluticasone ( Flonase) which has less side effects compared to medrol.
Also use saline nasal drops to avoid dryness of the nasal mucosa.
