How long have the bumps been present? How big, compared to her thumbnail, are these bumps?
A week, the bump on the right is bigger than the left but the left has pain associated with it. They are very noticeable but i would not say its bigger than the nail, maybe the same size

no, that is not possible , not at this time anyway. She has had at least one of these bumps before. It is vein that i was more concerned about today. It extends from her thumb halfway down her arm. You can clearly see it
What happens to the vein is she holds that had way above her head? Also, is the vein tender if you mash on it?
She says the vein looks a little better when she puts her hand above her head. There is no pain and tenderness

Ok. Then I would not worry much about the vein.
It is very unlikely that she would form blood clots in this area. They usually form in much larger veins, such as the ones in your legs or inside the abdomen.
Also, given the fact that the veins in her arm are not tender or, once he arm is raised up, swollen, makes me pretty sure this is not a vascular problem
Now. What could these bumps be from? Tons of things......and the only way to sort it out (especially without pictures) is for her to see a doctor.
Is this an emergency? From what you have posted. No.
Should she get it checked out? At age 78, I guess that is up to her......

What is the possibility of hand arthritis ? Does that seem common for both hands ?
Yes, it is possible for arthritis to be in both hands but arthritis bumps don't suddenly appear. They get bigger slowly over time in the majority of cases.

Aspercreme is pretty good. You can also ask the pharmacist for suggestions.
