Found out today that my dad's heart is functioning only at 22% and he has moderate to severe valve leakage. He is not a candidate for surgery. What are his best treatment options and how long can he survive in this condition?

That depends on his diagnosis.
This is clearly heart failure if the ejection fraction is 22:
This is severe with a fairly high 5 year mortality.

ACE inhibitor medications, beta blockers and in some cases diuretics are the treatment, Beta blockers and ACE inhibitors can to a degree improve ejection fraction and heart wall motion.

The valve would have to be repaired as far as conventional medicine goes.

He also has kidney issues, how big a factor is this.

If he has kidney failure it also needs the ACE inhibitor, and it makes his heart failure more difficult to treat.
