the red patches feel rough, dry, raised skin, happens periodically during at the onset of the winter season; every season they spread a little more; size: 5 x 5 am; less itchy during the day but at night it's worse.

From symptoms it looks like eczema.
Eczema is characterized with symptoms of rash with itching and prolong symptoms.
For itchiness you can try oral antihistaminics.
Apply an nonprescription steroid cream can also help to reduce rash.
If symptoms persist after then visit to dermatologist may be considered.
I presume for antihistaminics a prescription is required.
There are many different antihistamines available over-the-counter(OTC).
Is there a particular brand of nonprescription steroid cream you would be able to recommend?
