I have these brown spots on my skin.They are around my arms pits,hands,bottom,and my legs.I went to the doc and nothing helps.can you tell what is really is?

I had them over 8 years now,but it's gething worst as i am gething older.They comes up like a small red bumps.Then,it turn brown and change the tone of my complexion to light brown and it also itch if i don't use lotion.
