Since how long she has this?
By stiff jaw do you mean that she has difficulty opening the mouth?
Does she has anything like deviation of lips on smiling?
Any ear discharge, fever, pain on pressing the ear from outside, dental diseases or pain?

There are few possibilities for her symptoms.
First of all teeth problem is not likely to cause this.
If she has a perforated drum that can be inflammation of the external auditory canal , that is actually present behind the jaw joint and one can feel pressure and pain in that area. Moreover there can be some parotid gland problem but not likely because of no relevant history. The third cause can be problem with the jaw joint(TMJ) but thats also less likely.
You can give her pain killer like Tab Naproxen twice daily, ITS OTC.
She should always put a cotton soaked in vaseline or oil in her ear while taking bath to avoid water entry.
I would advise to see a doctor because yes antibiotics will most likely help and she may need antibiotic ear drops if anything related to external auditory canal is confirmed. I hope you understand that on web its hard to pinpoint diagnosis without examination.

Drinking lot of water is not related to this problem directly. If she is diabetic check her blood sugar and food intake getting decreased can be due to infection.
In my opinion she needs medical attention but nothing seems to be serious atleast.
