Some people have an overactive bladder. Bladder is just a muscle and if it squeezes too much involuntarily, urine gets excreted.

Other people have stress incontinence. That's when the sealing mechanism of the bladder is too loose and small amounts of urine get out with any sudden movements like coughing, getting up, etc.
