Itchiness in the external auditory meatus and around the ear has a few causes.
In some individuals it is due to compulsive cleaning of the ear and removing all the ear wax which causes dryness in the ear canal causing itching. This can be alleviated by putting a drop or two of vegetable oil in the ear occasionally and to avoid compulsive cleaning of the ear.
Otomycosis - This is a fungal infection of the outer ear canal (external auditory meatus). This can cause intense itching and sometimes, discharge as well in severe cases.
This should be explored in your case especially because cortisone did not help with the itch. If found to be infected with fungus, topical anti fungal agents will have to be used and oral antifungals can also be used to relieve this. You will need to see an ENT specialist for this and a swab test will be required along with examination with an Otoscope. If seeing an ENT doctor is not possible at this point in time then:
Use white vinegar thrice daily.
Use Cetrizine oral tablets (OTC) twice daily.
Avoid entry of water in the ears.
Use oil soaked cotton swabs.
