What are tiny hard white bumps on neck? They don't itch or hurt. I think I rubbed one so hard it came off?

These white bumps can be due to the plugging of the follicle by keratin that has failed to exfoliate.

This condition is also known as keratosis pilaris.

Treatment includes chronic use of exfoliating moisturizers such as lactic acid or urea containing creams. Topical tretinoin gel or cream may be used in recalcitrant cases.

Could this be due to a heavy moisurizing cream I have been putting on my neck and chest?

Possible if it is not exfoliating.

The normal moisturizers can block the pores.

Miliaria caused by the accumulation of sweat beneath eccrine sweat ducts obstructed by keratin, whereas in keratosis pilaris it is the accumulation of keratin giving it hard appearance.
