I have extra skin growing all over my toes,thick, turns white, doesn't itch or crack.
Have used meds for athlete's foot but does nothing to make it go away.

It is difficult to give you a definite diagnosis not being able to examine you; but from your description it sounds like you may be suffering from overgrown cuticles on your toenails. the skin is not on my toe nails, it is all around the skin area of the upper portion of my toes, it is the skin itself. I can cut it off and have fresh looking skin but in about two weeks it is back.
