Disconnect the battery and hold your foot on the brake pedal for a full minutes ,reconnect and recheck the gauge .
You have done the most common issue for a bad gauge reading, the float sensor replaced .
So it looks like you have a bad wiring issue or instrument cluster malfunction .
Attached is a wiring diagram that should help you with diagnosing this issue .
You may have a bad instrument cluster if all the wiring checks out good.
