Does the black/white wire going to coil have power while trying to start?

Customer: replied 12 months ago.
black/white wire to coil has battery voltage when cranking

Considering what has been replaced it sounds like the ECM has failed. Verify wiring between crank sensor and ECM are good, if so replace the ECM. Crank sensor should produce around 1.5 while cranking. Here is a wiring diagram to help with testing. Let me know if you have questions, thanks.
