Hello I will help you with your question, It is probably the blower speed controller and might be the motor itself. Do you have a 12 volt testlight or voltmeter to check the circuit if I guide you?

Great, find the resistor under the right side of the dash and see if the blue/black stripe wire has 12 volts. You will have to remove the sound panel under the right side of the dash to get to the motor and see the wiring from the motor to the transistor.
Next see if the blue/yellow stripe wire changes voltage as you change blower speed with the controls.
If it does then the resistor (really transistor) needs to be replaced.
Start there and let me know what you find so we can move on from that point.
