Hello I will help you with your question,

The "best" way to remove the retaining ring and cap are with the special tool shown in the procedure below

There are some aftermarket tools available that will do the same job but having the right tool is the way to do this job without damaging the ring or the seal. The procedure shows what needs to be replaced along with the pump.

Some autoparts stores may have a generic tool in their tool loaner program that can be made to work. Having the even pressure to arms of the tool shown provide is the key to turning the ring without damage though.

Let me know how I can help you with this

When I turn the cap to remove the pump and the retainer ring spin as well. It mentions replacing the cap and the retainer, so am I just supposed to break them off since they spin with the fuel pump? If so I guess they are dealer only parts?

Yes the retainer will break and you need to install a new one along with new packing.

Do you have the new pump?

You may be able to turn the retainer so the tabs line up with the slots and you can pull it out.

The retainer is a 42693 ($20) and the packing is a 42185 ($25)

Let me know what I can do to help

Yes I already have the pump. I am not able to find those part numbers with any of the local parts dealers. Will I need to go to the dealer to get the retainer and packing(what is packing).

Yes these are dealer parts.

The link below is one online source for Mazda parts, there are many others. The packing is a gasket that supports the pump against the cap. It is shown in the assembly procedure
