The P0031 is a fairly straight forward code pointing to a fault with the internal heater for the Oxygen Sensor for Bank1 Sensor1. The on-board computer uses this internal heater to get the sensor to normal operating temps within a matter of seconds on cold starts. Inspect the electrical connector for any loose, broken or damaged wires. If the visual inspection checks ok, replacing the sensor will solve the problem. The Oxygen Sensor for Bank1 Sensor1 is on the side of the engine closest to the windshield, mounted to the exhaust manifold.

The P0481 is pointing to a fault in the Cooling Fan Relay, HOWEVER, this is actually a "known problem" and Mazda has issued a Technical Service Bulletin that states, as long as the cooling fans are operating properly (they come on when needed, and there is no over-heating problem) then the problem will be due to improper calibration of the on-board computer, and it will need to be reprogrammed with the new, updated calibration software.
