I presume that you mean, it won't scan except that quadrant, or that area of the full sweep (1/4 of the full sweep that is.)

You might have a 'broken' Raydome or Raymarine Radar of other type.

But what device are you reading the radar on? what MFD or screen device? I'd like to know, for the sake of specifics, but in general terms you might possibly have activated a setting that only requires data from 1/4 of the full sweep. Let me know the model of your Raymarine radar, and the MFD or other device you are viewing it on, and I will add to this answer as appopriate. (Also, let me know how old the radar transponder in question is.)
