Log into your computer into ITunes. See if there is anything stuck in download. That is usually why it keeps asking for the password.
If not go ahead and do this on your Ipad: Settings > iCloud > Delete Account > Delete > KEEP on my iPhone > Sign back in using AppleID and password ***** MERGE all data/content
You can always try this one too:
Scroll to iTunes & App Stores and select it
Tap on your Apple ID: (your email)
Tap View Apple ID
Tap your Apple ID
Confirm everything is correct and hit Done
Also make sure when you log into your computer into Itunes that they password ***** ***** and your email is correct in there. Sometimes it could be that.
