Restart with command+R gave an internet recovery option, not disc utilities. After running it disc utilities came up as one of four options, but there was no terminal option in the top bar.

If Command R gave you Internet Recovery there is something wrong with your boot drive. Select Disk Utility and then select your drive then select First Aid then RUN or Verify Disk. Let me know what happens.
