That screen indicates that the firmware/software of your iPhone is corrupted.
First hold down Home and Power button until it shows the Apple logo and then let it boot. If it is not working, then your only option is to force-restore the iPhone to factory settings through iTunes application (from computer) by putting it to DFU (Device Firmware Upgrade) mode or recovery, which will erase everything from it. This is your only option to get it back to working again. Do you want to do this ?
If it is not opening after holding down Home and Power button, then there is no way to fix it without restoring the iPhone. I wish I could give you a better answer, but this is your only option to get it back to working again.
Your only hope is iCloud backup. If you had the iPhone backed up to iCloud prior to this issue, then you will be able to restore your pictures.
