Or are you refering to the Windows OS being in Airplane mode (like on Win 8 or Win10) and wont release it.
Airplane mode turns off all the WIRLESS radios.
Bluetooth, Wifi, Cellular (if applicable), and NFC (near field communication)
So, that may be an issue with the Airplane mode service (a system OS service task)
There is ways of turning off Airplane mode, but its a hack type of thing.
Okay, so it is your Windows Parallel that is not being able to connect to the internet.....because the airplane mode is on......is that what you are saying.

Do you have Parallels Desktop for Mac? Which allows you to seamlessly run both Windows and Mac OS X applications side-by-side.
What version of Windows are you running virtually?
Win7, Win8, or Win10?
Okay.....i have to check if Windows 10 is OFFICALLY supported yet by paralells.
They only show Windows 8, as any support forums.
But, did this issue start when you upgraded to Win10? Or did you ALWAYS have Win10, and its just all of a sudden this happened?
Okay, so paralels is Win10 capable and OSX Sierra capable.
Which edition of paralels are you using?
Are you using Paralels Verison 12? (whether you have regular, Pro or business, you shoudl still be updated to Paralels Version 12)
Also, just to clarify.....your Win10 is not able to connect to the internet.....and that is the CORE of the issue......Right?
Yes, so long as you can get it for free. You should be able to as long as you are within 1 or 2 previous versions.
So, yes, get (download) and install the Paraleles Verion 12, or just go into tyour paraleles and have it check for updates/upgrades.
See....there are updates and then there are upgrades.
updtates keep you on the same VERSION....while upgrades change your version number.
Okay......Before you Upgrade....do a BACKUP of your MAC....do a time machine backup.
Or, if you have just done one.....do a backup of your Virtual machine within Paralels.
And if you have done that recently too.....then go ahead and do the paralele upgrade

If you want to use all the latest OS's (win10) and the latest software OSX (Mac OSX El Cap), then they force you to ALSO have the latest Paralels software too.
Keeping everything up to date, is th eonly sure way to know we can get things working properly.
Newer version have the necessary patches that the previous version had problems with.
Especially when the OS is new (Win10.
You ahve 3 interdepenceies at work here.
Your Mac OSX
All have to work together to get what you need.
These are HUGE pieces of software with millions of lines of code. Can be challenging.
But if your up to date.....it makes it mUCH easier to pin down the actual problem, and then you can report it if there is no fix, so THEY (paralels or Mac, or Microsoft) can address and relase a patch or update.
