OK. Did you do a destructive (hard) reset that actually deletes all data off the ipad, or did you do a soft reset that does not delete anything?
Please follow the instructions at the link below to perform a hard reset. Then try the shutdown again. NOTE: Before you do the hard reset, make sure to backup any data you may have on the ipad that you need that is not already backed up. For example, documents, pictures, or music.
