Safari will not open on my iMac I am running OS X Capitan.

Hi Safari will not open on my iMac I am running OS X Capitan. Safari has been causing trouble for a while and would not quit I would ge the beach ball and have to force quit. Had a new hard drive installed so it's not that. Now it won't work at all
JA: How much experience do you have with this particular machine?
Customer: A little but I have had someone out to look at it and they said it was the hard drive but since it's been replaced Safari won't open at all
JA: Have you installed any updates recently?
Customer: No, it's been going on for months
JA: What troubleshooting have you tried?
Customer: Everything suggested on forums but now it won't open at all
