I just received a used apple hd cinema display, and cannot

hi, i just received a used apple hd cinema display, and cannot seem to get power to turn it on...i have it plugged in, as well as plugged into my computer, but i am not receiving any type of light on the display which indicates it's plugged in
JA: Just to clarify, what's the make and model of your machine, and what operating system are you running?
Customer: my laptop im attempting to connect it to is a dell
