My ipad will not close an app with the normal four finger

My ipad will not close an app with the normal four finger close. I have powered it down and rebooted. Before powering down, I was also experiencing problem with it not scrolling forward as I was reading text. What can I do to fix this problem?

I'm sorry about the issue. Please make sure you have rebooted the iPad this way: Press and hold both the Power (On / Off) button and the Home button (which is located right below the screen) together for at least 10 seconds, until the Apple logo appears, then wait a bit, then check.

- If that does not work, please open Settings app icon, then tap on General option on the left, turn off option Gestures (or Multitasking / gestures) on the right, then turn that option back on and check.

Thank you. I managed to get it to working by finding the settings that had appeared to be turned on--locked screen
