Since this morning at 5:00 the phone has been saying "Verifying update" that just won't stop. I can use the phone anyway. when my daughter called it did ring but unable to answer it.

I'm sorry about the issue. Please press and hold both the Power (On / Off) button and the Home button (which is located right below the screen) together for at least 10 seconds, until the Apple logo appears, then wait a bit, then check.

If that does not work, you may need to reset the phone, and/or connect the phone to the computer, and restore it using the iTunes program on the computer.
