Hi my names Timothy Theseira, and yesterday I attached my visa card to my iTunes account and everything was working fine, but today when I try to use it, even to download free apps on the phone, it says my payment method was declined even though I am placing my details into it, can you tell me how to fix that?

This is generally caused by your Credit Card company declining the payment. Possibly they incorrectly detected fraud. Contact them (if you do not know how tell me which company you used) and have them allow the payment, then try again.
