Let's try a reset first. Press and hold the power button and the home button together until you see an apple logo.

The big round button at the bottom of the iPad is the home button (the only button on the face of the iPad).

Ok, I did that and first the Apple logo came on, then I got a low power message. I pressed dismiss. Now the icon screen is on. How do I know if it is charging?

Is it connected to power? Do you see a lightning bolt next to the battery icon at the top right corner?

Then probably it is not charging. Have you tried with a different cord?

I don't have another cord. I'll just take it in to the Apple Store. Thanks for your help.

The problem could be with the cord or with the iPad itself. If it is with the iPad, we may need to restore the iPad (which will delete all contents in it) or repair the iPad if restore doesn't work.

So it is better to take it to an Apple Store as they can try with a different cord and also give you repair options if iPad is faulty.
