I suspect that your various questions are all related ultimately to getting iOS apps that are not in the App Store onto your iPad. If that's the case, you generally cannot do this without first jailbreaking the device. Is the equivalent of rooting on android device.
The exception is if you have the source code and you load it from the software development platform. However, to do this you would normally need to sign the app with a valid certificate. And you can get around this however by using the Mac build server, running It locally and emulating the development environment.
