Make sure you remove the cable from the iPad. Then only hold down both Power and Home until you see Apple logo. Release the buttons when you see Apple logo.
Don't hold down until you see cable screen. Only hold down until you see Apple logo and release them the moment you see the Apple logo.
It is booting in to recovery mode. Can you restart your computer and attempt to restore ? If not still not working, then you have to take it to the Apple Store and let them restore it for you or you have to try to restore it from different computer.
Since this is a new iPad, it is still under warranty. So Apple will not charge you anything.
