Trying to update my iPad to IOS 9.0. It keeps rotating me

Trying to update my iPad to IOS 9.0. It keeps rotating me through the sign on screen, my code and then says "update with slide " which doesn't work and then rotates me back to the sign on screen. I can tell it never finished updating to 9.0......very frustrated!!! Help!!!

Hello there! follow the steps below to force the upgrade

make sure you have a pc or mac with itunes installed.

apple.com/itunes

Plug your device into your computer with a USB cable.
Turn off the device.
Hold the Power button for 3 seconds.
Hold the Home and Power buttons for 10 seconds.
Release the Power button but keep holding the Home button.
After about 15 seconds you will be alerted by iTunes saying that it has detected a device in Recovery Mode.

Make sure the device screen is blank and no logos are present
Restore with itunes as a new device.
