OK go here and select Get Started:

Then select More Products & Services, then choose Apple ID, then Other Apple ID Topics, then the Topic is not Listed, then type "Apple ID is locked and Security questions don't work", then select Talk to Apple Support Now and you will enter your phone and get a phone call from Apple
