i have a technical support person calling my home phone number
each time the person call...he wants me to go on my computer to
resolve an issue of someone tapping in to my computer...my question is
this true an how do i no someone is downloading from my computer!
is this a hacker?

No, that is not true. They are scammers. They will send you deceptive messages. Don't ever let them access to your computer or give them any personal details like credit card. If you did give your credit card info, I'd recommend to call the credit card company ASAP and get it blocked.
And remember, no legitimate company follow this process.
To make your Mac safer, I'd recommend to enable Firewall.
Go to System Preferences from the Apple menu.
Click Security or Security & Privacy.
Click the Firewall tab.
Unlock the pane by clicking the lock in the lower-left corner and enter the administrator username and password.
Click "Turn On Firewall" or "Start" to enable the firewall.
This will protect your Mac from the hackers.
