That is a SCAM message. iPads are invulnerable to viruses. Don't call anybody and don't buy/pay or install anything. Follow the steps below to fix the issue.
Press and hold down the Power button and Home button at the same time until it shows the Apple logo. When you see the Apple logo, release the buttons and let your iPad boot.
Then without opening Safari, goto Settings and select Safari. Then tap Clear History and Website data.
That should remove the SCAM message from your iPad.
Please let me know if that didn't work, so we can continue troubleshooting.

Close Safari. Then open Settings app and tap Safari. Then tap Clear History and Website data.

Is that message gone from Safari ?
Make sure your iPad is connected to WiFi. Go to Settings and select WiFi and connect your iPad to WiFi network.

After rebooting your iPad, you have to do this. Open the Settings app (the gear like icon). Then select the Safari from the list. Now on the right side, you will a button named "Clear History and Website Data". Tap it and it will clear that message. Then close Settings and open Safari.
If your iPad is not connecting to internet, then open Settings app again. Then tap WiFi and if you see your WiFi network there, connect to it. Let me know how it goes.

Hello there! Following the steps below will wipe your ipad clean so you can start over. Your iPad does not need to be connected to wifi but you will need a mac or pc

  1. Plug your iPad into your computer with a USB cable.
  2. Turn off the iPad.
  3. Hold the Power button for 3 seconds.
  4. Hold the Home and Power buttons for 10 seconds.
  5. Release the Power button but keep holding the Home button.
  6. After about 15 seconds you will be alerted by iTunes saying that it has detected a iPad in Recovery Mode.

Make sure the iPad's screen is blank and no logos are present
