I'm sorry about the issue. What's your Mac OS X version, i.e., 10.6, 10.7, 10.8, etc.?
Do you mean you cannot open the Safari app icon on your computer, therefore, you cannot use the Internet on the computer?

Select the first icon in the dock the Finder then select Go at the top of the screen go to Applications. Look for Safari and drag it down to the Dock and then let go.
