yes working on all other devices
no error message; just a blank screen

Just to confirm: Have you tried to press and hold both the Power (On / Off) button and the Home button (which is located right below the screen) together for at least 10 seconds, until the Apple logo appears, then wait a bit, then check? Please let me know. Thank you.

Can you go to Settings -> General -> Software Update, and make sure it is updated?
Can you go to Settings -> Mail, Contacts, Calendar, then tap on each account, and make sure Mail is turned on, etc.?

I'm sorry; I did not know everything you have tried, so I'm providing all possible solutions. Is Safari / Internet still working fine?
Can you go to Settings->General->Reset->Reset network settings and confirm
, then go to Settings->Wi-Fi and reconnect to your wireless network name, and check.
If that does not work, go to Settings->General->Reset->Reset All settings, then check.

I'm sorry, the Mail app software is really corrupted. We would have to restore the iPad. Or can you try the CloudMagic Email app from App store:

what do you mean by restore the ipad?

It means restoring/resetting it fresh like brand-new, then re-set it up again. That will take time. But can you try the CloudMagic Email app first and see if you like it or not:
