i keep getting this message: "There's a billing problem with a previous purchase. Please update your payment method." When I try, I just get this same circular message. Please help!

Download and install latest iTunes application on your computer from here --> https://www.apple.com/itunes/download/
Open iTunes. Click Sign In on the top right and enter your Apple ID. Then click your name and select Account Info from the drop-down menu. Enter your account if asked. This will take you to the account information page. From there, click Edit to the right of Payment Type.
Change the payment details there or select None. Click Done. That's it. Now tru to download something or update.
