I'm sorry I missed that you mentioned it was your iMessage in your initial inquire.
Here is what you will need to do to change your number
1. Tap on Settings and choose Messages
2. Tap on Send & Receive
3. Choose your email address
If you've already updated your Apple iD with the correct phone number, within Send & Receive settings, tap on your Apple ID and choose Sign out. Then sign back in
If it is still not accepting the change, since the iPad was just set up, you can surely set it up again. You will need to erase everything and start over.
1. Settings>General>Reset>Erase All Content and Settings.

have done it twice already went to manage my Itunes account and made sure the # ***** ***** there but when I go to and turn on I messenger the email is correct but the phone # ***** ***** still

Let;s go step by step.
1. Go to settings> Messages and Turn off iMessage
2. Then go to Settings> Facetime and tap on your Apple ID and sign out.

Next, sign out of your Apple ID .
1. Go to Settings> iTunes & App store
2. Tap on your Apple ID and choose Sign out
3. Go to Settings > General> Reset > Reset All Settings (This will not erase data)
When your iPad boots back up again, sign into imessage, facetime and iTunes

That did not work still the old # ***** even went into gmail and made sure the new # ***** correct

Okay lets start over. Make sure when it ask for your phone number, you enter the correct one.
To erase your iPad and start over, go to Settings> General> Reset> Choose Erase All Content and Settings
When your iPad boots back up, go through the setup process again.

Go to settings> iMessages and Tap on Send & Receive. Is there an "i" next to the wrong phone number? Is the phone number grayed out?

Sign in using your Apple ID. Under "My Products" is your old iPhone listed?
